Methodological approaches to reforming educational and methodological associations (UMO) as a form of public-public management of content and assessment of the quality of education are considered. A retrospective analysis of the development of UMO was undertaken. A period has been allocated for the creation of Federal Educational and Methodological Associations (FUMO) with the assignment of new functions for the preparation of proposals for optimizing the list of specialties and areas of higher education (HE); independent assessment of the quality of education, public and vocational accreditation; advanced training and professional retraining programs; professional standards. The importance of UMO and further FUMO in the development of four generations of educational standards with clarification of their differences was emphasized. The first generation standards generalize and preserve the best of the Soviet HE system; in the second generation — the consolidation of specialties was implemented, the blocks of humanitarian and natural science education were updated, the emphasis was placed on the computerization of education; in the third generation — professional standards are taken into account; uniformed projects of the fourth generation, are developed for the entire enlarged group of specialties and areas of training. The new 2025 Model Regulation on educational and methodological associations in the HE system was analyzed, including the principles and procedure for creating, managing, organizing and main activities. A critical analysis of new components for which possible implementation risks were formulated was undertaken. It was concluded that FUMO HE are important coordinating methodological bodies of the educational space in order to ensure the quality and development of the content of HE, to ensure the competitiveness of graduates in accordance with the increasing international and national requirements of technique and technology.
