Advance training in situation of transformation of employment of population

Analyzed is interaction of educational organizations with employment services and industrial enterprises, implementing programs of “advanced training” of personnel in situation of labor market transformation. “Advanced training” programs act as dampener, restraining negative social consequences of employment transformation and at the same time minimizing risks of maintaining inefficient workforce. The state reimburses partially or completely costs of training staff. The analysis of practice of implementing “advanced training” programs at industrial enterprises of Sverdlovsk region reveals a key problem: this training technology is effectively used only as anti-crisis measure to preserve employment, but is poorly related to upcoming processes of robotization and digitalization. Industrial enterprises use “advanced training” programs mainly within the framework of the concept of “lean production”, involving in it, first of all, personnel, who are in situation of threat of dismissal. The potential of the “advanced training” technology can be fully disclosed, if the program is also aimed at people, who can provide innovative breakthrough of organization, form a new model of labor behavior, that contributes to processes of modernization of production.
