Analyzed is the problem of pedagogical aspects of development of the quality of education. Shown is that the quality of education begins with development of basic educational program on the basis of requirements of Federal educational standards. New competence based format of educational program is intended to increase adaptability of educational process and it’s methodical support.  Presented is algorithm of designing of basic educational program. It is recommended to use learning method in classrooms of teachers and modular structure of academic disciplines in implementation of the educational program.
