Researched is the problem of improving the quality of assessment tools, as the main task of current stage of development of independent assessment of qualifications. The experience of evaluating assessment tools shows, that a number of them violate qualimetric principles of standardized assessment and requirements set by regulators of independent assessment of qualifications system. i.e. the Ministry of Labor and social protection of the Russian Federation and the National Agency for Development of Qualifications. The article presents and discusses typical difficulties of developers of assessment tools for independent assessment of qualifications, and provides recommendations for their prevention. The procedure and basic steps of developer of assessment tools for professional exam are proposed, i.e. unification of the content, development of evaluation criteria, and unification of the evaluation procedure.
