Hypothesis: HAC is able to enrich scientific community not only with “recommendations”, but also with academic freedoms

Analyzed are conditions in the sphere of defence of scientific dissertations. Peculiar attention is paid to the role of higher attestation commission (HAC) in that process. Possible recommendations are formulated to make better the work of the system of attestation of scientific cadres.
