Management of the higher education system in Russia: Key guidelines for planned transformations

The article is devoted to the planned changes in the higher education system in Russia. Currently, there are significant social, economic, geopolitical, and technological developments in the world that are affecting Russia’s development, including its higher education system. There is a need for the development of the Russian higher education system. The need for Russia to withdraw from the Bologna Process is driven by the rapid development of the economy, society, and science. The country requires a new higher education system that aligns with current trends in the labor market. Recently, employers have been experiencing a severe shortage of highly qualified specialists in various sectors of the country’s economy, and they have noted the lack of correlation between the market's demand for specific professions and the training provided by higher education institutions. Russia’s participation in the Bologna Process has yielded numerous positive results. However, there are also many problems that need to be solved. Russian higher education needs to be developed, improved, and a new system needs to be implemented in the country's universities.

The purpose of this study is to analyze the current state of higher education in Russia and identify key areas for its further development. The objectives of the study are to conduct a comparative analysis of the Bologna and Russian higher education systems, to identify their advantages and disadvantages. There is also an analysis of the results of a pilot project to reorganize the higher education system in the country’s universities and the prospects for its further development.
