The relevance of the work is due to the great attention paid by the state and the general public to the development of entrepreneurship in the country. Young people, primarily students, have the greatest potential in this regard, but its implementation depends on many factors, including the conditions created by the university. The empirical material of the article is presented by secondary data, including studies of major domestic sociological centers, as well as expert opinions. The paper considers such aspects as the attractiveness of entrepreneurial activity among young people, the main barriers to starting your own business. The difficulties in the implementation of the state program “Startup as a Diploma”, initiated by the Ministry of Education and Science of the Russian Federation, are shown. These include: distortions associated with the ratio in the educational process of the information and practical component; difficulties associated with the cooperation of universities with existing startups and companies; obstacles caused by existing educational formats.

Keywords: entrepreneurship, business, startup, youth, students, university, thesis, public policy.
