Examined is the question of organizing interaction of employees to achieve target indicators of effectiveness and efficiency of university’s activities within the framework of quality management system. Features of quality policy, developed at PenzGTU are revealed. The analysis of provisions of P 2.4.0.08-2019 “Quality management system. Monitoring performance of teachers and researchers of Penza state technological university”, and P 2.4.0.01-2018 “System of quality management. Also monitoring of effectiveness of activity of administrative and technical workers, other pedagogical workers of Penza state technological university”, put into effect under conditions of transition of personnel of educational organizations to effective contract in PenzGTU was being provided.
