Researched is the problem of training people with special educational needs, limited health opportunities, disabilities and corresponding developmental disabilities. This type of educational activity is allowed to be in accordance with international and Russian legal regulatory acts as to inclusive (including) education, occupying special place in the system of higher education. In the article, the author reveals principal problems, arising in the system of higher education within phased realization in it elements of inclusive (including) education.

Key words: inclusion, inclusive education system, higher education school, system of higher education, humanistic foundations of education, developmental disabilities, student with disabilities, special educational needs, individual educational trajectory, adapted educational program for people with heath disabilities.
