Discussed is one of the most important tasks of state policy in education, i.e. ensuring implementation of the right to education of students with disabilities. Determined is the aim of inclusive education, i.e. creation of special educational conditions for getting of quality education by students with disabilities: adoption of the philosophy of inclusion, availability of relevant methodological developments and recommendations, adapted educational programs, professional development and formation of inclusive competence of faculty of university, performance management services, architectural changes (incl. barrier-free environment), etc. Taking into account of peculiarities of students with disabilities allows them to receive higher education and to feel himself as person in circle of contemporaries, to consider themselves full members of society, and to adapt and socialize in life.

Key words: inclusive education, discipline students with disabilities, recommendations, professional and personal formation.
