In the conditions of high volatility and uncertainty of the socio-economic environment, there is a growing interest in non-directive measures in management based on employee response in decision-making, in the state and personnel development through coaching and mentoring. The article analyzes the social and managerial mechanisms of non-directive methods in the management systems of government bodies of the Russian Federation and state organizations. Based on the theoretical analysis of classical and modern concepts of the sociology of management and organizational development, as well as the results of expert surveys conducted in 2023–2024, the main barriers that lead to the introduction of non-directive methods are identified. The authors propose a comprehensive system of social and managerial principles, including two main groups: mechanisms for overcoming barriers (information and educational, organizational and cultural, psychological, resource and institutional) and mechanisms for stimulating development (motivational, development of competencies and promotion of progress). These mechanisms are aimed at transforming the management system, changing the organizational culture and developing the competencies of personnel in government bodies and state organizations. The study shows that the effective use of the proposed principles requires an integrated approach, taking into account the specifics of government organizations and active participation at all levels of governance.
