The article considers methodological approaches to the formation of an industry qualification framework (IQF). The spheres of IQF users are identified: government bodies — industry ministries, agencies, services; legal entities — employers and their associations; the education system — educational organizations, individuals — citizens of the Russian Federation. The approach of European countries to this process is analyzed. The approach of the European Centre for the Development of Professional Education is considered, which positions vocational education in two enlarged areas: within the European Higher Education System and outside it.
