Efficiency of development of regional higher school: qualitative and quantitative analysis (example of Volga federal region)

Elaborated are methodical approaches to evacuation of effectiveness of development of regional system of higher school of Russia. Based on formed in practice methods of ratings of national systems of higher education of separate higher educational institutions, worked out algorism, enabling on the base of building of separate sub-indexes, characterizing functional direction of development of higher school to define effectiveness of it’s development on mezzo-level. Realized approach forms fundament for not only comparative analysis of development of regional higher school of the RF, but might serve as base for elaboration of state regional policy in the sphere of higher education. Approbation of presented methods was realized in regions of Volga federal territory. Results of researches enabled to define with help of proposed instruments regions, orienting on leadership in higher education and science, as well as also regions, that are in need of stimulation development of the system of higher school as to identified directions. Important aspect of the work is many-component dynamic analysis of development of regional system of higher education as to the year of 2017. Realization of that stage of research enables to classify regions as to the level of effectiveness of development of higher school in such directions as “Scientific productivity”, “International attractiveness”, “Effectiveness of education”, “Infrastructure” and “Finance”.
