Analyzed are scientific views of J.A. Shumpeter, known Austrian both American economist, sociologist and historian about structure of social order, connected with his comparisons of two different as to bases types of societies, i.e. capitalist and socialist. Analysis of these types of societies makes possible to determine, that best combination of democratic principles and public order by capitalism and socialism depends on combination of basic principles of democracy and bases of fundamentals of public order. Views of J.A. Shumpeter on public order are reconstructed in the form of hierarchy of interconnected elements of society, while the essence of public order reveals by means of definitions of communication, which are crystallizing in intrinsic elements of society. All structure elements of public order are incorporated by attitudes of cause and effect.
