Described are the most actual problems and directions of creating inclusive educational environment at high school. Introduction of inclusive education into the system of HE directly connected is with studying of educational environment, in which this process occurs. Analysis of professional training of specialist at university on the basis of inclusive and environmental approaches is conditioned by necessity of organization of influence of environmental factors in education in general. Considered are some problems in providing all students with equal starting opportunities by receiving quality higher education in the context of influence of factors of social environment on development of HE in general. Also traced is their solution on example of realization of the program of development of inclusive education at Nosov Magnitogorsk state technical university.
