Educational and methodological associations in the higher education system

This paper examines the feasibility of creating a Federal Educational and Methodological Association (FUMO) with the functions and rights defined in the Regulation approved by the Ministry of Education and Science in 2025. FUMOs have the right to provide scientific, methodological, and educational support for the development and implementation of educational programs at universities, monitor the implementation of federal educational standards for higher education, and much more. Initially, when Educational and Methodological Association (UMO) was created, it was envisioned as an association of universities that trained specialists in related specialties. Since 2001, the Regulations have defined UMO members as teaching staff of organizations engaged in educational activities. Until 2015, UMOs had the status of state-public associations. In 2015, this status of the UMO was not confirmed; the new model regulations stipulated that the FUMOs are permanent advisory bodies. The example of the development of educational programs at universities in the field of “Mechanical Engineering” demonstrates that the public ‘advisory’ organization FUMO is incapable of coordinating the actions of organizations implementing educational activities.
