The article considers the problem of training personnel with a new generation of higher education, identified by the country’s leadership and ways to solve it in order to ensure Russia’s technological sovereignty. In order to develop approaches to improve the higher education system aimed at training personnel with complex competencies and capable of providing a technological breakthrough, a pilot project has been organized since September 2023. The aim of the project is to develop and test educational standards, educational programs for basic and specialized higher education (hereinafter referred to as BVI programs, special higher education) the new generation, including the timing of their development. The implementation of the pilot project at MAI is aimed at creating a new training environment and creating a flexible educational model. According to the authors, educational standards establish only general requirements for the organization and orientation of education.
