Presented is substantiation of theoretical way of conceptualization of the phenomena of modernization by means of inclusion of the theory of modernization as part into general theory of evolution. Demonstrated is, that ontology prerequisite of the theory of evolution unity of entire being on material level of being, that provides epistemological result of unity of methods of analysis. Also formal ontological basics of the theory of modernization, i.e. tradition and modernity, are demonstrated, that are interpreted as two forms of social multitude ordering. As principal forms of multitude movement integration and differentiation are detached. Also possible forms of interaction between multitudes are described with the help of the term of risk.
