Shown is influence of Soviet practice on creation of the theory of human capital, as well as on emergence of global trends, that are viewing education in the framework of economic logic. It is noted, that half a century later after creating of the human capital theory, development of education sector as factor of economic development is determined by two trends, i.e. knowledge based economy and also marketing policy. The author makes conclusion, that marketing policy can be evaluated as evidence, that economic approach to education has reached deadlock and, therefore, there is a need to re-interpret the notion of human capital, taking into account experience of the 20th century. In particular, on the basis of the analysis in Soviet experience, substantiated is necessity for former republics of the USSR to make stress in development of human capital on entrepreneurial knowledge and skills, so that human capital can be fundament of development of market economy.
