Analysed are pressing for today’s Russia questions, connected with aspiration of some organs of government (first of all, RF’s Ministry of education & science) to reduce the number of institutions of higher education. The author demonstrates that such a policy runs counter to the needs of modernization, as well as to civilization development of the country in general. Partly the problem was examined by the author in his of 2009th publication.
