Genesis factors of social evaluation of quality of higher education in Russia

Genesis of the phenomena of social evaluation of HPE quality in structure and context of hiatorical and pedagogical process is examined. Development of social evaluation is determined by priority concepts of management and maintenance of quality in education in certain historical period, as well as state of civic society.
