The problem of training technical specialists for modern economy is considered. The planned large-scale transformation of the economy cannot be realized without solving personnel problems. New economic conditions today require effective approaches to personnel training, first of all, ensuring the quality of education of university graduates. Various aspects of the concept of ‘quality’ are presented and the classification of quality indicators is given. Attention is drawn to the necessity of assessing the quality indicators of incoming students, categorized into cognitive, activity and personal. Reference requirements for an engineer are presented, which can be used as predicted quality indicators of university graduates. It is recommended to start preparation for the introduction of modern educational process in new university campuses under construction, the basis of which will be the personal-activity approach, which allows students to form critical thinking, problem-solving, decision-making, and team cooperation skills.
