Presented is description of first decree, laid fundament of Soviet period in the history of the Russian higher school., and also characterized are set of solutions of Soviet power, designed to radically change life in higher educational institutions. The authors believe, that carrying out conversions were hasty, ill-advised, ignoring opinions of professors, and plunged undergraduate education in turbulent state. Noted is, that in the second half of the 1930s party-Soviet leadership abandoned revolutionary utopian ideas and actually restored pre-revolutionary matrix of training of specialists.
