Examined is essence of bibliometric approach to modeling and evaluation of results of scientific researches. Analyzed are fundamentals of the theory of bibliometric indicators. Disclosed are initial data for evaluation of such indicators. Proposed are two universal methods of the named evaluation, i.e. measurement method and method of moments. Presented are examples of numbering of evaluations by the named methods. In the opinion of the author, the research shown, that the research demonstrates that numbering of bibliometric indicators is only the first stage of evaluation of results of scientific researches, that must be following by the second stage, i.e. expert evaluation.

Key words: modeling of science, bibliometric, publication, citation index, effectiveness of scientific researches.
