Examined are principal prognostic parameters, that indicate upcoming mobilization processes of social networks, including participation of domestic university. Using the social and topological design, namely, the construction of the fragment of potential network design as a basis, the author gives a set of predictors, that allows defining upcoming network mobilization and in some cases influencing it’s implementation. In order to achieve this aim, predictors are divided into two groups: manageable, i.e. able to be controlled and influenced externally, and unmanageable, i.e. difficult to be controlled or dealt with from the outside. The activity of university in the proto network range is analyzed within the specified algorithm.

Key words: network topology, potential network design, manageable and unmanageable predictors, university in social networks.
