Analyzed are principal results of transition of government agencies of education to targeted programming methods of activity. Examined is effectiveness of implementing state programs for educational reforms, and also results of introducing program principles of economic management of social sectors. Set are task of raising efficiency of work of state apparatus. The article gives assessment of performance indicators, as well as effectiveness of implementation of indicators of programming of social and economic development.
