Analyzed is typical global structure of ensuring quality of education with the aim of it’s using, as to foreshortened occurring in the system of administration of Russian higher education change from high school’s internal systems of quality assurance of education onto using of external estimations of both educational programs and high schools, the meaning of which is now growing in the light of the conception of “Federal special program for development of education for the years of 2016 up to 2020”. Based on the world experience, in which quality assurance must be put in the center of “result-based” administration of the system of education, the author shows, that independent accreditation is appearing as most valuable mechanism for ensuring quality of education. Conclusion is made, that in the light of uncertainty as to development of educational policy there is necessity for choice of clear priorities, goals and mechanisms for ensuring quality of education.
