The authors discuss key problems of the development and operating of new educational model of a higher school graduate, place and role competency in forming federal state educational standard, their relationship with traditional domestic educational conceptions. Some directions of the further development and improvement of result training concepts as a basement of creating quality measurements instrument are marked.
