The article analyses current state and main problems of joint degree programs of Russian and foreign higher educational institutions, reviews results of analytical studies and of statistical data. It provides a systematic view on problems related to the state of the regulatory and legal framework for creating and implementing joint degree programs as well as outlines possible solutions.
