On the basis of periodicals of state establishments, institutions of higher education and scientific associations at the beginning of XX century, the author analyses principal regulations for reform in education, initiated by Russian minister of public education P.N. Ignatiev as well as by ministers of the Provisional Government of Russia connected with higher professional education.
