On another crisis in higher education (For discussion)

The article discusses the current crisis in higher education. This is due to the rapid change in perceptions and practices (paradigms) in the professional education system. The structure of training, primarily in the technical field, requires completion. It is proposed to maintain a bachelor’s degree with an extended duration of study as one of the stages of basic higher education. State educational standards for each field of training (specialty) have lost their significance due to the lack of specificity. It is proposed to develop standards for the organization of the educational process for each category of educational programs (bachelor’s, specialist, and master’s). 
The main document that defines the integral image of a graduate, the content of education and upbringing, educational technologies, and practical training should be the educational programs of universities. The competency-based approach, which was declared in the educational standards, has not led to a breakthrough in improving the quality of education for students. It has not led to a radical change in the process of education and upbringing itself, and requires serious modernization. The need for a broad discussion of the issue of digitalization and the use of artificial intelligence in higher education has been demonstrated.
