Researched is the theme of improvement of conditions of educational process at university, aimed on gratification of informational needs of students and employers. For realization of the project for designing and developing of electronic portfolios of students proposed is multistage dynamic team building strategy. As a result, a multi-stage dynamic strategy of hierarchical iterative team formation was proposed and implemented during implementation of the project on creation of an electronic portfolio of a student. The strategy made it possible to cover and organize the work of the team, including highly qualified scientists with academic degrees of doctor and candidate of science, leading engineers of university in the field of development and introduction of software products, bachelor degree students, master degree students and postgraduate students.
