Is citation index RSCI objective estimation of scientific achievements of researcher?

Presented is the analysis of estimation objectivity of contribution of particular scientist or high educational organization into scientific achievements by using science-metrical indices of the Russian index of scientific citation (RSCI). Definitions of citation index, Hirsh index and impact-factor of a scientific journal are given in detail. In the context of citations, foreign data bases Scopus, Web of Science and Google Scholar Citations are compared with the RSCI national data base. Conclusion is made, that today RSCI data cannot represent itself as objective evaluation the contribution level into scientific achievements of both particular scientist and university personnel as a whole. This can be mainly explained by possibility of “twisting” indices by using various methods, that are enumerated in detail in the paper. In conclusion, formulated are suggestions to revise directions of modernizing the system of RSCIndex.
