On the problem of new media in philosophical discourse and political realitie

Elaborated is the theme of transformation of social process under influence of digitalization. New media become daily routine norm of modern city dweller. Under influence of Internet are seriously transform even most inert and conservative institutions. In the world there is no generally accepted practices of legislation on regulation of new media, relationship of Internet and state vary from country to country. In the article the author highlights two main strategies of interaction of state and Internet, referring to American and Chinese practice. For this aim is being used the theory of rhizome and some other concepts, developed by F. Guattari and G. Deleuze. Russia also faces the same challenges as other countries, and scientific reflection on digital technologies could be very useful both in theory and in relation to practice of state administration.
