Examined are problems of the transition process to two level educational system, i.e. bachelor and master, that need search for their solution taking into account both national and regional peculiarities of high schools. Necessity of preservation and development of educational systems in accordance with social and economic, as well as cultural and educational needs of regions is substantiated.
