Elaborated is the problem of culture as factor of counteraction to youth extremism in connection with necessity of guaranteeing of social order in Russian society. The idea of “social order” is based on cemented society notion of “nucleus of culture”. The authors theoretically substantiate the idea, that cultural competence of Russian student youth opens before her possibility of adequate incorporation into the world of universal for all Russians value preferences, ideals, norms of behavior and communication. Results of theoretical researches are concretized by the authors’ sociological investigations of students of high schools of Rostov region during the years of 2011, 2014 and 2015. Special attention is paid to demonstration of number of contradictions, existing of shortages in breeding and education of student youth.
