On development of public speech in Russia and the USSR

Presented is the author’s analysis in the process of development of public speech both in Russia and the USSR from XVIII into XXI centuries. Analyzed are divergences in conceptual contents of Russian and Western public speech in the named period. Attention is paid to influence of public speech on social consciousness, as well as to regularity of changes in pathos in public speech, evidently shown in modern Russian history.
