Examined is the theme of value-oriented approach as the basis in solving problems of social professional mobility of pedagogical of professor and teaching staff of higher educational institution. Presented is detailed characteristic of value-oriented approach as such. Attention of the authors is concentrated on analyzing of the most important factor of socio-economic factor of social economic development of society, i.e. the level of mobility of labor resources, characterized by willingness and ability to change their social status, as well as professional affiliation and place of residence. Besides, examined is the phenomenon of modern professional education, which is elaborated by the authors not only as important factor of professional formation of the person, but also as means for increasing the level of social and professional mobility.
