Problems of structural reform in the system of higher education

Structural reform is analyzed as an important and necessary stage in development of modern HPE. Discussed are some problems of reformation process, i.e. increasing of efficiency of secondary education, strengthening of functioning of HPE as a social lift, applicationing of buffers reducing social polarization, and extending of transparency of the system of higher education.

Key words: higher education, quality of higher education, structural reform, secondary education, cultural and educational environment.
