Problems of Cultural Sphere Development in the Region

The most dramatic transformation occurred with the sphere of culture in 2020/2021 in connection with the pandemic — many cultural institutions had to adapt to the changed reality. The purpose of the article is to study the experience of the development of the cultural sphere in the region, identify problems and develop proposals for their solution. Statistical data characterizing the state of the cultural sphere in the region were studied, official documents containing measures and results of state policy were analyzed, a survey of the population of the Sverdlovsk region was conducted (the sample size was 1007 respondents), and expert assessments were also received. The problems of the development of the cultural sphere in the region were identified: lack of funding for the regional program; insufficient level of material and technical provision of cultural institutions, including the problem of accessibility of services of cultural institutions for people with disabilities; lack of an integrated approach to the digital development of the cultural sphere; lack of an effective mechanism for attracting extra-budgetary funds; personnel problems of cultural institutions. In order to overcome the identified problems, practical recommendations were proposed.
