Discussed are issues of improving the quality of higher vocational education through the prism of the quality of schooling. There are questions about why the quality of schooling is falling every year. Some of the causes of this phenomenon are revealed, which are based on the decline in the teacher’s authority in society. There is a link between the quality of training at school and at university. Proposals for revival of the system of quality schooling have been formulated. Firstly, it is necessary to restore the pedagogical functions of the administrative apparatus in secondary schools. Secondly, assessing the annual competitions among teachers, in particular “Teacher of the Year” competition, it is proposed to digitize lessons of the competition and publish in the form of electronic textbook. Thirdly, it is proposed to create an electronic bank of standard school lessons, containing multimedia electronic textbooks for all lessons from the first to the eleventh grade. Standard school lessons are proposed in the form of television lessons that mimic the usual classroom lessons in secondary school. Usefulness of these standard electronic lessons and their demand by both teachers and students are justified.

Key words: higher vocational education, school quality, e-bank of standard school lessons, improving the learning process.
