Role of higher school in formation of regional innovative clusters

Examined the problem of resources of higher school in the context of their role in effective development of both regional and national economic systems. In the article elaborated principal bases, characterizing features of positioning of higher school as the core of forming regional innovative clusters. Shown the role of universities in the process of regional development. Proposed to analyzing the system of key and accompanying elements, forming the frame of cluster of higher school, and also formalized is their meaning in the process of formation of effective innovative systems. The position is substantiated, according to which clustering in higher school provide very wide range of advantages, that might to be formulated in terms of “economy”, arising because of use of more effective schemes of organization of regional innovative resources.
