Analyzed is the theme of necessity of quantitative indicators for evaluation of effectiveness of scientific activity. In the center of the author’s attention is the problem, if science and society are in need of such. Solving this problem, the author expounds essence and meaning of biblio-metric approach to evaluation of results of scientific researches. In connection with that, in detail described and analyzed are twenty six of most known biblio-metric indicators. Shown is, that none of such would be guaranteeing adequate evaluation of results of scientific and research activity. Thus, the author makes a conclusion, that adequate evaluation of scientific activity might be getting only with the use of opinion of trustworthy experts. Also given is explanation for essence and meaning of discussion between bureaucrats as supporters of biblio-metric, on the one side, and scientists as opponents of it, on the other side.

Исследована тема необходимости количественных показателей для оценки эффективности научной деятельности. В центре внимания автора — проблема, нужны ли таковые науке и обществу? Решая эту проблему, автор излагает смысл и суть библиометрического подхода к оценке результатов научных исследований. В связи с этим подробно рассмотрены и проанализированы двадцать шесть наиболее известных библиометрических показателей. Показано, что ни один из таковых не гарантирует адекватной оценки результатов научной и исследовательской деятельности. Таким образом, автор делает вывод о том, что адекватную оценку научной деятельности можно получить лишь с использованием мнения авторитетных экспертов. Также дано объяснение сути и смысла спора между, с одной стороны, чиновниками — сторонниками библиометрики, с другой стороны, учеными — противниками таковой.
