Examined is the theme of functioning of scientific community in it’s interaction with socio-cultural environment and formation of human capital in regional space. In the course of research, revealed is insufficient effectiveness in activity of scientific collectives, determining by dissatisfaction of conditions and labor payments. Most of interviewed representatives of university science and academic community haven’t see today clear strategy of state organs as to development of national science. Defined are principal criteria for attractiveness of work in scientific sphere. Also regional science is characterized as a complex multifunctional system, developing in socio-cultural space. It represents itself special social institution, setting trends for development of basic components of culture.
